Are syringe units the same as mcg?

No. Units measure volume on the syringe barrel; mcg measures mass of peptide. The link between them is concentration (vial mg ÷ water mL). The same 10 units can be 100 mcg, 250 mcg, or 500 mcg depending on how much water you added.

Concentration = 5 mg ÷ 2 mL = 2.5 mg/mL
Volume = 250 mcg ÷ 2500 mcg/mL = 0.1 mL
Units = 0.1 mL × 100 (U-100) = 10 units
